But, c'mon, some people can rule better than others. Do we ask the beggar to be president? The destitute to stand for parliament? As a general, wouldn't we rather have an educated person representing us? Or even just representatives.

i think it worked, i saw some statistics on black birth rates in the US, and they were belw replacement lvl, plus, what with black women accounting for a huge number of abortions, i bet a chunk of that number can be discounted
